Subject: cp: -p --parents: fix failure to preserve permissions for absolute
 paths

* src/cp.c (re_protect): Ensure copy_acl() is passed an absolute path.
* tests/cp/cp-parents.sh: Add a test case.
* NEWS: Mention the bug.
